State Medicaid offices must competitively procure managed care organizations (MCO) for their risk-based managed care programs. Federal law requires that States hire at least two health insurers for this business. The procurement timelines are often only 60-90 days. To respond to all requirements in the requests for proposals, the MCOs must develop a strategy, gather performance data, prepare a detailed staffing plan and respond thoroughly to all state proposal questions. Often the submissions are over 500 pages in length.  

Solution 

Large national insurers often have proposal development departments, but smaller, local health plans have to contract for this work. The large companies’ proposal teams also require staff augmentation as they regularly develop more than one proposal at a time.
